Masalah Utama Guru dalam Menerapkan Kurikulum 2013

Kurikulum 2013 telah diterapkan mulai tahun pelajaran 2014/2015. Bahkan pada awal tahun pelajaran 2014/2015 tersebut, Kurikulum 2013 serentak dilaksanakan di seluruh sekolah di Indonesia pada kelas 1 dan 4 SD (Sekolah Dasar), pada kelas 7 SMP, dan kelas 10 SMA/SMK. Saat itu yang menjabat sebagai Menteri Pendidikan dan Kebudayaan ialah Bapak Muhammad Nuh. Kemudian, sesudah pergantian kabinet pada masa pemerintahan Jokowi, Menteri Pendidikan yang dijabat oleh Bapak Anies Baswedan menetapkan bahwa pelaksanaan Kurikulum 2013 hanya dilakukan pada sekolah-sekolah piloting atau disebut sebagai sekolah sasaran. Guru yang menerapkan Kurikulum 2013 lalu disebut juga sebagai guru sasaran. Hingga sekarang tahun pelajaran 2016/2017 yang tengah berada pada semester ganjil tetap melakukan Kurikulum 2013 dengan jumlah sekolah yang semakin ditambah. Ini memang kebijakan Bapak Anies Baswedan, bahwa nanti pada tahun pelajaran 2018/201 seluruh sekolah akan melakukan Kurikulum 2013.

Pada bulan Mei dan Juni 2016 telah diberikan training Kurikulum 2013 kepada para Instruktur Nasional, Instruktur Provinsi, sampai Instruktur Kabupaten/Kota. Dan selanjutnya para Instruktur Kabupaten/Kota memperlihatkan training dan pendampingan kepada guru-guru sasaran di wilayahnya masing-masing.

Hingga ketika ini, sebetulnya pemerintah dalam hal Kementerian Pendidikan dan Kebudayaan belum begitu puas dengan kinerja guru-guru di lapangan (sekolah). Kebanyakan mereka belum sanggup beralih dari kebiasaan lama, berperan sebagai guru (yang sifatnya mendominasi kelas), padahal pada Kurikulum 2013, guru lebih diperlukan berperan sebagai fasilitator dalam pembelajaran. Tentu hal ini kesalahan tidak serta merta sanggup ditimpakan pada guru. Mereka membutuhkan banyak training dan pendampingan yang betul-betul berkualitas.

Ada banyak persoalan yang dihadapi oleh guru dalam melakukan Kurikulum 2013, ibarat minimnya sarana dan prasarana sekolah. Tidak gampang beralih dari guru yang terbiasa berada sebagai sumber utama pembelajaran, sebagai bintang film utama di dalam kelas. Pergeseran tugas menjadi fasilitator tentu tidak sanggup dilakukan oleh guru yang telah terbiasa puluhan tahun berperan demikian. Semua harus dilakukan secara perlahan-lahan tetapi berkesinambunga.

Berdasarkan hasil monitoring dan penilaian pelaksanaan Kurikulum 2013 yang dilaksanakan oleh Direktorat PSMP pada tahun 2015, persoalan utama yang dihadapi oleh para guru SMP (Sekolah Menengah Pertama) dalam pelaksanaan Kurikulum 2013 adalah:
  • Penyusun RPP
  • Pendisainan instrumen penilaian
  • Pelaksanaan pembelajaran
  • Pelaksanaan penilaian
  • Pengolahan dan pelaporan hasil penilaian
Karena itulah, setiap training yang diadakan oleh Kementerian Pendidikan dan Kebudayaan lebih menitikberatkan kepada hal-hal tersebut.

Lalu bagaimanakah hasil pelaksanaan pelatihan-pelatihan yang telah dilakukan oleh pemerintah secara berjenjang dari Narasumber Nasional, Intruktur Nasional, Instruktur Provinsi, Instruktur Kabupaten/Kota, sampai Guru Sasaran pada tahun 2016 ini? Kita nantikan saja.
