Salah satu hal penting yang berkaitan dengan pelaksanaan Perguruan Tinggi Swasta (Penelitian Tindakan Kelas) ialah adanya suatu kesadaran dari seorang kepala sekolah atau pengawas mengenai sesuatu yang terasa “kurang” atau sesuatu yang terasa “belum sebagaimana seharusnya”. Perasaan dan kesadaran ibarat ini akan menumbuhkan adanya suatu kebutuhan untuk melaksanakan penelitian tindakan sekolah (PTS) ini.

Kepala sekolah atau pengawas yang ingin melaksanakan suatu penelitian tindakan sekolah (PTS) harus memahami sepenuhnya apa saja kekurangan-kekurangan yang masih ada di sekolah, kemungkinan-kemungkinan pemecahanannya melalui suatu tindakan yang realistis, sampai pemahaman terhadap kelebihan (kekuatan) dan sumber daya yang dimiliki sampai kendala dan tantangan yang akan dihadapi dalam menerapkan suatu tindakan (action) melalui PTSnya.

Beberapa langkah-langkah atau mekanisme yang harus ditempuh oleh serang kepala sekolah atau pengawas yang akan melaksanakan penelitian tindakan sekolah (PTS) ialah sebagai berikut:
  1. Identifikasi segala problem yang sedang dihadapi oleh sekolah. Lakukan brainstorming (curah gagasan) dengan menuangkannya pada selembar kertas putih besar. Tuliskan saja semua problem yang sedang dihadapi sekolah mulai dari yang paling besar dan sulit dipecahkan sampai yang paling sepele sekalipun kelihatannya.
  2. Setelah semua permasalahan yang dihadapi dituliskan dan teridentifikasi, saatnya menentukan permasalahan mana yang akan dipecahkan melalui pelaksanaan Perguruan Tinggi Swasta (penelitian tindakan sekolah). Pemilihan problem sanggup dimulai dengan mengelompokkan masalah-masalah yang dihadapi menurut sumber masalahnya, atau besar kecilnya, sampai urgen tidaknya masalah. Eliminasi masalah-masalah yang telah dikelompokkan-kelompokkan itu sehingga ditemukan satu problem yang paling manis sebagai awal problem untuk dipecahkan melalui pelaksanaan PTS.
